Stresses transparency in administration

The Chief Minister Shri Shivraj Singh Chouhan has given instructions for constituting district and block level committees of social workers in order to enlist their contribution in rebuilding of the state under Madhya Pradesh Banao drive.

Holding dialogue with divisional commissioners, collectors and senior district officers through video conferencing at Parakh monitoring programme, here today Shri Chouhan asked them to include all those willing to serve people and contribute to good governance. He said that all villages should have such committees. As many as 37 thousand 815 such committees constituted so far should be given responsibility to accomplish development tasks that need public participation.

The Chief Minister said that district convention of all these committees should be held after rainy season. They should be informed about the district wise action plan under the Madhya Pradesh Banao Campaign. He asked the concerning officers to chalk out an action plan for Sidhi district in next ten days.

The Chief Minister informed about including Chalo Anganwadi and family planning campaign in the Madhya Pradesh Banao campaign saying that these two subjects must have public participation so that it becomes a public movement.

Transparency in governance

Stressing the need for greater transparency in administrative processes, Shri Chouhan said that laxity in performance of duties would not be tolerated and those performing well will be rewarded. He appreciated state’s performance in wheat procurement in which Madhya Pradesh got third rank in the country. He congratulated the officials concerned for the achievement.

Referring to School Chalein Hum Shri Chouhan praised for effective campaign and informed that the drive has been extended upto July 31 in order to ensure hundred percent enrolment of all eligible children.

Family Planning

Underlining importance of family planning, he said that the people should be made aware of advantages of small family. It should become a public movement. It was informed that so far 16 thousand family planning operations have been performed during the family planning week. The maximum number of 5500 operations were done in Bhopal division. The Chief Minister gave instructions to motivate social workers, industrial units and voluntary organizations for adopting Anganwadis and malnourished children.

Implementation of welfare schemes

Shri Chouhan stressed on effective implementation of schemes meant for advancement of the poor including social welfare schemes. He said that he would review and monitor the status of implementation of such schemes during visits.

He reviewed appointment of contractual teachers in time bound manner, appointment of hand pump mechanics on honorarium basis, appointment of Anganwadi workers and asked for prompt action. He apprised himself of the drinking water and, rainfall and sowing in different parts of the state.

The Chief Minister gave instructions to take action in case of sub health centres and primary health centres, which are found closed and where Auxiliary Nurse Midwives and Multipurpose Health Workers remain absent. Stressing the need for providing land for constructing building of health centres and completing the ongoing building works, he asked the officers to hold inquiry into cases of depot holders without medicines in many villages of Rewa, Chhindwara, Damoh and Singroli and take action against the responsible officers.

Chief Minister’s instructions

Shri Chouhan gave instructions on a number of issues, which mainly include-

Guidance to farmers in rainfall deficient areas.

Optimum utilization of funds under centrally sponsored

schemes.

Check black-marketeering of farm inputs like fertilizers and ensure

timely supply.

All precautionary measures for prevention of diseases during rainy

seasons.

Ensuring availability of medicines to prevent epidemic diseases.

Awareness about swine flue and ensuring availability of treatment facilities.

Strengthen health information systems so that timely treatment is

available through emergency response teams.

Use of healthy plants in Hariyali Mahotsava drive.

Seeking public participation and cooperation of people’s representatives in plantation.

Constantly monitoring survival of plants.

Open flood control cells round the clock in all districts.

Readiness to combat flood situations. Set up rescue teams, have all arrangements for temporary relief camps, identify flood-prone areas. Provide mobile sets and vehicles to army if needed. Equipping fishermen’s groups with rescue materials.

Inform people in advance before releasing water from dams.

Making advance arrangements for medical teams, an prevention of epidemic diseases in floor-prone areas.

Birth-death and marriage registration be done compulsorily.

Funds required for transportation of drinking water should be released immediately for the critical areas reporting shortage of dirking water.

The Chief Secretary Shri Avani Vaish asked the offices to constantly monitor the performance of development programmes and give feed back to the state government. He instructed the officers of Rewa, Sheopur, Umaria, and Jhabua districts to speed up appointment of contractual teachers. He stressed on achieving hundred percent vaccination of children in Sehore, Dhar, Betul and Rewa districts.
